Why does a failed Ethereum transaction still incur a gas cost?

Imagine you pay a chef to cook a meal, but halfway through, you change your mind. The chef still needs to be paid for the work they've done so far, even if you don't get the meal. In Ethereum, even if a transaction fails, the network has done some work, so it still costs gas.
